Castle Hedingham Parish Council and Burial Board

Report of the meeting of the Parish Council of Castle Hedingham held on Wednesday, 15th September 2004 issued by the Clerk

Youth Shelter – The Council would still like to pursue the idea of having a youth shelter in the village but have been unable to identify a suitable site.  Councillors would welcome suggestions for suitable available sites from parishioners to help move this project forward.

Keep Clear Sign  - Essex County Council have confirmed that a new ‘Keep Clear’ sign will be painted on the road near the junction of Church Lane and Church Ponds.

7.5 Tonne Weight Limit – Essex County Council have agreed to find suitable site for additional signage as requested by the Parish Council.  Once the sites have been identified the Parish Council will receive copies of the plans for approval and comment.

Speed Indicator Device – It was noted that the police did visit the parish with the sign for two hours early in September.

Village Booklet  - The Parish Council are revising the village booklet.  It was agreed that a separate section in which details of businesses based in the village should be included.  Businesses are invited to express an interest in being included in the booklet by the end of October 2004.  If you are interested please write to the Clerk at 3 Hawthorns, Sible Hedingham CO9 3PD.

Planning Applications

The Parish Council had no objections to the following applications: Appln CC/BTE/89/04 - Single storey extension to existing library including the formation of a new entrance into the property.  Provision of a new sixth form car park - Hedingham School, Yeldham Road, Sible Hedingham and Appln 04/01724/LBC – Proposed refurbishments- 13  Pye Corner, Castle Hedingham.

Appln.: 04/01491/FUL - Erection of side and rear extensions and garage - Pantile Cottage, Sudbury Road, Castle Hedingham – Object  - The scale of this extension radically alters the current style of the property.  Pantile Cottage is in open countryside outside the village envelope and this proposal would have a major impact on the countryside both in terms of scale and visual impact.

Community Transport – Mr Hood reported that a grant had been awarded to provide an evening service to Braintree for up to eighteen months.  Mr Hood had written to Essex County Council and Braintree District Council  asking them for there full support in ensuring that the two routes funded are able to continue when the funding ends.  It was noted that it is hoped that the Braintree evening  service will begin before Christmas 2004.  It was agreed that the Transport Committee will continue to meet as Castle Hedingham’s involvement as lead council in these projects has raised the profile of the Council in this area and it is hoped that the committee can continue to lobby for improvements in the public transport infrastructure serving the local rural community.  Councillors gave a vote of thanks to Mr Hood for his hard work in bringing the community transport projects to fruition.
