Report of the meeting of the Parish Council of Castle Hedingham held on Wednesday, 11th October 2006 issued by the Clerk

Braintree District Council Waste and Recycling Collections -  Braintree District Council have confirmed that the scheme is not being introduced at present and will not be introduced in the conservation area at all.

Police Contacts - Essex Police have given the Parish Council details of Neighbourhood Policing Teams.  Parishes have been grouped and each group has a designated officer who can be contacted by the Parish Council or Parishioners to discuss local issues and ask for advice.  This Parish’s contact is PC3124 Melanie Mullinder and her contact telephone number is: 07855 781608.  The Halstead Area Sergeant is Bernie Tomsett 01787 237254 and the Inspector is Tony Sale 01787 472451.   The District Commander is Mark Schofield 01376 551312.

Stansted Airport Expansion – It was noted that the County Council have agreed to oppose the expansion of Stansted Airport.

101 Number – The non-emergency number 101 will be launched in June/July 2007 and will be a way for parishioners to report incidents and problems that they do not feel warrant a 999 call.

Planning Comments

The Parish Council had no objections to the following application - Application 06/01830/FUL – Construction of vehicular access - 33 Nunnery St, Castle Hedingham.

Other planning matters

Application 06/01373/COU -  Change of use of land for the temporary stationing of 2 No. portakabin buildings - Land to the rear of Memories, Crouch Green, Castle Hedingham - This application has been refused by Braintree District Council.

Application 06/01380/FUL -  Erection of two semi-detached dwellings and carports - Land adjoining 16 Crown Street,  Castle Hedingham – This application had been passed by Halstead area planning Committee but a condition was that an archaeological survey be carried out prior to works beginning.

Planning Appeal Application 05/01514/OUT Proposed new dwelling - Land rear of 118 – 132 Nunnery Street, Castle Hedingham Planning Appeal – The appeal was heard on 10th October – this took the form of a hearing at Braintree in the morning and which continued on site in the afternoon.  Mrs Scattergood and many local residents had been present. Mr Scrivens had represented the Parish Council. The result of the appeal will not be known for several weeks.

Churchyard Clearance – It was agreed that the Churchyard clearance will take place on 24th October 2006.

Village Design Statement Group – The Parish Council were delighted to note that the Village Design Statement Group had received a grant of £4,800.

Memorial Hall Garden – Mr Shaw and Miss Quaife have made bark paths in the garden. Their work was very much appreciated by Councillors.  Mr Philp was thanked for the topsoil he had provided.  It is hoped that an official opening can be arranged before Christmas.

Recycling Facility – Please note a new recycling facility is available at the Castle to the left of Castle Lodge.
