Footpaths – P3 Officers had confirmed that the materials for kissing gates on Scotch Pasture will be delivered to the land owner on 4th June. It was noted that Essex County Council are still awaiting paperwork regarding licences to be returned to them by two landowners.
Junk Swap – A letter had been received from Braintree District Council congratulating the Parish Council on this successful event. Mr Southgate is continuing to investigate hosting a farmers’ market but organisers have indicated that they need to ensure that stall holders can make a profit and do not feel the venue would be viable. Mrs Scattergood agreed to pass contact details to Mr Southgate for a market held in Dedham.
Village Design Statement – The Village Design Statement is at the final proof stage. It has now been approved by Braintree District Council.
The Parish Council had no objections to the following application: Application 08/01029/FUL and 08/01030/LBC – erection of single storey rear extension and detached play room building for family use -22 Churchponds, Castle Hedingham - No objections
YHA Planning Appeal – The District Councillor and Parish Council were disappointed to hear that the appeal by the YHA against the decision to refuse their planning application had been upheld and the application granted. Detailed conditions have been imposed and some amendments are required. It was noted that it is only possible to appeal against a failure to follow due process rather that the judgement made. The Clerk will give a copy of the full report to Mr Cooke and Mr Worley.
Application - 08/00684/FUL- Revised Plans- Erection of new dwelling and garage - Land adjacent to 13 Bayley Street, Castle Hedingham – This application had been refused by Braintree District Council. It was agreed that once again this matter showed the importance of the Parish Council and parishioners attending Planning Meetings.
Open Gardens - regarding sign posting for Open Gardens asking for the Parish Council to help ensure that the signs for this event are not removed this year. The Clerk had advised the Community Warden and Braintree District Council Clean Team that the signs were on Parish Council land with Parish Council permission. Braintree District Council guidelines regarding advertising charitable events will also be passed on to the PCC.
Church Kitchen - the PCC have asked the Parish Council for a letter of support for their project to provide a kitchen in St Nicholas’ Church. This was agreed.
Overhanging Elder – The Chairman agreed to speak to the landowner regarding an overhanging Elder Tree near the Nunnery Street bridge.
Overhanging Vine – Mr Southgate agreed to speak to the owners of a house in Nunnery Street whose Russian Vine is overhanging the pavement.
Highway Matters – Essex County Council have asked the landowners to remove shrubs from the verge at Coppingdown Farm. They had also confirmed that white lines and cats eyes would be addressed this summer. Various potholes will be reported to Essex County Council.
Weed killing – Complaints had been received regarding weed killing that had taken pace in the village. This is not work the Parish Council had put in hand. Braintree District Council and Essex County Council will be asked if this is something they have commissioned.
