Report of the meeting of the Parish Council of Castle Hedingham held on Wednesday, 22nd February 2007 issued by the Clerk

Speed Limit Crown Street, Church Lane and Church Ponds – The Parish Council were presented with a petition from the residents of Crown Street, Church Lane and Church Ponds asking the Parish Council to petition the County Council for a reduction in the speed limit on these roads from 30 mph to 20 mph in order to deter the excessive speeds of current motorists using these very narrow side streets. It was agreed that the petition will be passed to Essex County Council and the County Councillor. 

Youth Council Report – The Youth Council are currently planning the following events: a Youth Fest in May, Easter Drawing Competition and a Film Festival.

Community Speed Watch -  This is proving to a very successful initiative and will continue.  At the last session sixteen people were caught and details passed to the police.  The highest speed recorded was 50 mph. 

Highways Matters

The yellow lines in Majendie Lane have been removed and replaced with primrose lines. The following matters will be reported to Essex County Council: pot holes in Kirby Hall Road and Rosemary Lane; running water and poor repair at Pye Corner which is causing great concern; damage to the green at Pye Corner; pot hole near the Scout Hut in Sheepcot Lane and urgent repairs required to the byway between Poll Miles' grave and Rangers Farm.

Planning Comments and Matters

Application 06/02381/FUL – Demolition of existing garage and erection of new pitched roof double garage – amendments to existing planning approvals 06/01084/FUL & 06/01526/FUL - 8 Queen St, Castle Hedingham – It was noted that the Chairman and Vice Chairman attended the Halstead Area Planning Meeting and this application was refused.  Some works have started at the property and the Clerk had contacted Braintree District Council Planning enforcement with the details of all applications that had been granted and refused asking them to reassure the Parish Council that the works relate to an application the residents have permission for.

Application 07/00166/FUL – Erection front porch - 11 New Park, Castle Hedingham – No objections.

Date of next meeting – It was noted that six planning applications had been received four days before this meeting and comments are due at Braintree District Council by 12th March.  It was agreed to bring forward the date of the next meeting to allow the planning committee sufficient time to consider the applications and allow parishioners time make comments regarding the applications.  It was therefore agreed that the next meeting take place on 7th March.

Deferred Comments: The following applications are still under consideration by the planning committee and comment has been deferred until the next meeting: Application 07/00187/COU – Change of use of outbuildings to an annexe - The Vale Cottage,  Rushley Green, Castle Hedingham;  Application 07/00266/FUL & 07/00267/LBC – Erection of first floor extension and alterations to existing dwelling and provision of new conservatory - 3 Crown Street, Castle Hedingham; Application 07/00179/FUL – erection of double garage -The Cottage, Sheepcot Road, Castle Hedingham; Application 07/00196/FUL – Replacement of coach house following destruction by fire Rushley Green Barn, Rushley Green , Castle Hedingham - still under consideration by the planning committee; Application 07/00125/LBC - Display of 3 external lights - The Bell Inn, 10 St James Street, Castle Hedingham and Application 07/00287/TPOCON – Carry out works to trees – lower height of two plum trees - 38 St James Street, Castle Hedingham.

Other Planning Issues – it was noted that emergency works to trees at 34 Queen Street had been approved by Braintree District Council following storm damage.  The Moot House had been granted permission to extend its licence to provide facilities in the rear garden so that those purchasing drinks and wishing to smoke may do so in the garden when the smoking ban comes into effect in July 2007.  It was noted that the bar facilities will not be extended to the garden but customers will be able to drink in the garden.

Green Waste Collections will take place at Kirby Hall Road between 8.30 and 9.00 am on 24th March, 5th May, 16th June, 14th July, 11th August, 15 September, 13th October and 10th November. 

Street Lights New Park - Problems with street lights 1 and 3 in New Park have been proving difficult to resolve and some work is required by the Electricity Board.  This has been put in hand and repairs should be completed shortly.  Faults with street lights in New Park should be reported to the Clerk (Mrs Carter) on 01787 461149 after 6.00 pm.

Community Warden Road Show - This will be in Castle Hedingham on 28th February between 11.15 – 12.30 outside the Bell Public House.

Halstead and Colne Valley District Scouts – The St George’s Day event this year will take place at the Castle on 22nd April and will include a procession through the village led by ‘St George’ on a horse.

Tipping and Fly Posters – the Parish Warden will be asked to remove rubbish from near the water works in Sheepcot Lane and signs for an Indian restaurant on the bridge in Nunnery Street.
