Report of the meeting of the Parish Council of Castle
Hedingham held on Wednesday, 17th August 2005 issued by the Clerk
Churchyard Tidy and Juniper Trees - The Chairman has met with the vicar and agreed Churchyard maintenance works
by Mr & Mrs Cooke to be carried out in the Churchyard. Mr
Cooke and his team of volunteers who undertook general tidying work in
the churchyard were thanked for their hard work. The works to the area
adjacent to Church Lane will be carried out on 6th September. It was
noted that the grass cutter has adjusted his cutting times to ensure
the churchyard is cut a few days before the Church Fete which will be
held on 3rd September.
West Suffolk College
–The Principal had written to the Clerk having completed her
investigation into the Parish Council’s complaints. She has taken swift
action to address the concerns raised and asked the Parish Council to
pass on her apologies to parishioners for the way they were subjected
to rowdy behaviour from the college’s students.

- Alteration to staircase, removal of brick tiles hearth surrounds and

Repaint exterior walls of building in a ‘Cornish Cream’ colour as
opposed to white - Saddlers, 26 St James Street, Castle Hedingham - –
No objections
Appln No. 05/01447/FUL
– Erection of first floor rear extension - Orchard Cottage, Sudbury
Road, Castle Hedingham – No objections. This is a thoughtful and
sympathetic renovation to restore an ancient building and adapt it to
modern living standards.
Appln No. 05/01454/FUL
– Conversion of existing builders yard and workshops into 2 no. houses
and 1 no bungalow - Land to the rear of Blue Boar House, 24 St James
Street, Castle Hedingham - This application is not materially different
to the previous application made for this property. The Parish Council
object to this current application for the following reasons-
- Density
– The Council has concerns regarding the density of the development and
its impact on surface drainage to adjacent properties – these concerns
have also been voiced by parishioners.
- Style – The Council is
concerned that the style of the properties is inconsistent with the
existing architectural style. This style has already been rejected by
the District Council when considering an application at Ibstocks in
Castle Lane, Castle Hedingham.
- Archaeological Site – The
Council is concerned that the development is potentially on an
archaeological site of considerably significance over what are the old
town ramparts and Hanging Ditch which have been loosely filled in. This
could make the construction of the buildings problematic. The Parish
Council ask that an archaeological investigation is completed before
any development is undertaken.
- Precedent - The Parish Council
is concerned that a precedent could be created by allowing a
development of this nature, serviced by a shared driveway, in the
village’s very valuable conservation area.
- Nature of the Site –
The site is referred to as ‘Brown Field’ in the application the Parish
Council are not aware that this is or ever has been designated as a
Brown Field site.

- Proposed new dwelling - Land rear of 118 – 132 Nunnery Street, Castle
Hedingham – the Parish Council object to this application as follows:
Access: The access to the property is not suitable. The entrance is
extremely narrow and situated in an extremely hazardous part of Nunnery
Street where there is a significant amount of on street parking. The
Parish Council is concerned about access and egress to the property as
visibility splays are severely restricted by parked cars and this
cannot be controlled by the applicant. The Parish Council have already
had to consider particular traffic issues at this point. It was also
agreed that the Clerk write to Essex County Council Highways to ask
them to look at and pass comment on the access to this development.

- Conversion of stables to holiday accommodation Revised Plans -
Fourwinds, Kirby Hall Road, Castle Hedingham – This revised application
is not materially different to the original application and the Parish
Council would object to it on the following grounds:
- Visual
Impact - The development would have a detrimental impact in an area of
special landscape and value. The property is visible right across the
Colne Valley. This development would have a negative impact on the
environment.
- Sewage – There is no reference made in the
proposal to sewage removal. The property is unlikely to be served by
main sewers and the impact on this system with the intensification the
site is significant.
- Design of Buildings – The proposed materials are out of keeping with the area.
- Village Envelope- The development is outside of the village envelope.
- Intensification of the Site - The proposal is an over intensification of the site.
- Access
– The proposal would significantly increase the number of vehicles
using this lane in an area where the Parish Council has already had to
consider particular traffic issues.
Queen Street Traffic - It was agreed that as the scheme has been in place for six month Essex County Council should be asked to carry out a review.
